In offline mode, the proxy will never attempt to initiate an outgoing server connection by itself, so it will eventually run out of blocks if it is never given an opportunity to make a connection. You can explicitly force the proxy to make a server connection at any time by sending it a SIGALRM signal on UNIX, or pressing Ctrl-Break while its window is in focus on Win32 (there is currently no equivalent for doing this while the proxy is running as an NT service).
