Simply use the schedule facilities within your operating system to script executions of "dnetc -pause" or "dnetc -unpause" or "dnetc -flush" (or whatever).
Virtually all operating systems support crontab or "at" events. Win9x systems can use the "Scheduled Tasks" feature.
