Personal Proxy version 311 has a verified problem that causes it to fails to connect when you are located behind a firewall, and are using a HTTP gateway proxy, and have specified a non-numeric hostname for the keyserver address.
Some users may also problems with reliable name server resolutions with other builds as well. For both of these causes, you might want to try picking a keyserver and put its IP number into proxyper.ini instead of using a DNS name. For example:
